01 -  Preheat the oven to 400°F. Line a 9x13-inch baking pan with parchment paper. 
 02 -  In a large mixing bowl, whisk together all-purpose flour, baking powder, baking soda, sugar, and kosher salt. 
 03 -  Add cold, cubed butter to the flour mixture and cut in using a pastry cutter or forks until the mixture forms coarse crumbs. 
 04 -  In a separate bowl, whisk together the buttermilk and egg. Pour over the flour mixture and gently stir just until combined, taking care not to overmix. 
 05 -  Transfer the dough to the prepared baking pan. Press evenly into the pan to form the base. 
 06 -  In a clean bowl, beat together softened cream cheese, ranch dressing, and buffalo wing sauce until smooth. Spread the mixture evenly over the biscuit base. 
 07 -  Sprinkle shredded cheddar cheese and sliced green onions uniformly over the buffalo ranch layer. 
 08 -  In a small bowl, combine crushed mini pretzels, melted butter, and garlic powder. Mix until pretzels are well coated. 
 09 -  Scatter the pretzel mixture evenly over the assembled layers in the pan. 
 10 -  Bake on the center rack for 22 to 25 minutes, until the edges are golden and the center appears set. 
 11 -  Allow to cool in the pan for at least 10 minutes. Cut into bars and serve warm or at room temperature.
